Who We Are
Cell Comply is a UK battery compliance consultancy founded by Elliot Blackler. The business is based in London and supports organisations across the UK that handle, import, sell, store, transport or dispose of batteries and battery-powered products.
Our work sits where several regulatory frameworks overlap: UK battery regulations, WEEE obligations, producer responsibility, ADR dangerous goods transport, hazardous waste documentation and the move toward Digital Waste Tracking. For many businesses, the challenge is not one single rule. It is knowing which rules apply at the same time, who is responsible, and what evidence needs to be kept.
Cell Comply works with a network of independent consultants, including DGSA consultants and other qualified specialists where a project requires deeper technical input. That means we can keep advice practical and proportionate while bringing in the right expertise for the job, whether the issue is lithium battery transport, waste classification, producer registration, retail takeback or multi-site compliance records.
How We Work
We start with the reality of your operation. A vape importer, e-bike retailer, data centre, warehouse or high-street retailer will not all need the same compliance system. We review what products you place on the market, what battery types you handle, where waste is generated, how it is stored, who collects it, and what documentation already exists.
From there, we turn the regulations into a clear action plan. That may mean a compliance audit, a safer battery collection route, staff training, registration support or ongoing compliance management. The aim is to give you a defensible record of what applies, what has been checked, and what needs to happen next.

Compliance advice should be specific, current and honest about uncertainty. Cell Comply does not overstate credentials, hide behind vague claims or offer one-size-fits-all answers. Where a matter requires a specialist opinion, we involve an appropriately qualified consultant.
