Stores in the same area are routed together on one run, and the whole estate runs on one account with one invoice. No monthly fees and nothing priced per kilo. Estates that want the ongoing admin managed centrally can add optional Compliance Cover on banded per-store rates, from £29 down to £10 per store per month, capped at £299 a month on Essentials.

Then one flat all-in price per collection, charged only when a store’s bin is full: carrier, hazardous waste consignment note and record-keeping all included, with stores in the same area routed together on one run. No monthly fees, nothing priced per kilo, and one invoice for head office. All prices + VAT.

Optional add-on: Compliance Cover. For estates that want the ongoing admin run centrally, we maintain the logbooks, run virtual staff training, keep signage current and manage all the paperwork. It is priced per store per month, banded down as the estate grows, and it is never a requirement.

Your Compliance Obligations

The duties sit at store level but the risk aggregates at chain level. We classify vapes against formal WEEE category 7.1 (SI 2025/910) from the start, and the timeline below is what every chain should have diarised.

WEEE Category 7.1 for Vapes

Since August 2025 vapes are their own WEEE category (7.1) under SI 2025/910, with producer responsibilities phasing in. Every store selling vapes carries takeback duties.

Tobacco & Vapes Act Licensing

The Act became law in May 2026 and gives government the power to require a licence to sell vapes. Licensing is expected to look at every store in a chain at once, so consistent evidence matters.

Producer-Funded Collection & Treatment

From 12 August 2026 vape producers must finance the real costs of collecting and treating waste vapes (SI 2025/910). Treatment is free at handover and collection prices are falling: a chain on an older per-kg contract is probably overpaying.

Safe Storage & ADR Movement

Returned vapes contain lithium batteries, so every store needs segregation, damaged-device escalation and onward movement as hazardous waste with a consignment note for each collection.

Digital Waste Tracking

Mandatory digital records reach permitted waste-receiving sites from October 2026 and extend to carriers, brokers and dealers from October 2027. Estate-wide evidence needs to be consistent before then.

How does chain pricing work?

Two numbers, quoted once for the estate on the chain call. A one-off setup per store covers the bins, the required signage, a logbook and SOP, and a training session for the area manager. Then a flat all-in price per collection, charged only when a store’s bin is full: carrier, hazardous waste consignment note and record-keeping all included. There are no monthly fees on the standard setup, and nothing is ever priced per kilo. All prices + VAT.

What does Compliance Cover add, and what does it cost for a chain?

Compliance Cover is the optional add-on for estates that want the ongoing admin run centrally: logbooks maintained, virtual staff training refreshers, signage kept current and all paperwork managed. For chains it is banded per store: the first store pays the plan rate, £29 a month on Essentials or £49 on Licence-Ready; stores two to five are £25 per store per month, stores six to fifteen are £15, and stores sixteen to thirty are £10, with the whole account capped at £299 a month on Essentials and £349 on Licence-Ready, billed annually by default. It is never a requirement: the setup and flat-price collections stand on their own.

How are collections priced?

One flat all-in price per collection, fixed for your account on the chain call. It covers the licensed ADR carrier, the hazardous waste consignment note handed over on the day, and the records filing. Nothing is priced per kilo and nothing is billed monthly, so quiet stores cost nothing between collections and busy stores simply have more collections.

How does the single invoice work across the estate?

One account, one invoice. Collections are listed per store, so head office sees exactly which sites had bins collected and what each one cost. If the estate adds optional Compliance Cover, that appears on the same invoice, annually by default for chains or monthly if you prefer. No consolidation fee.

Who actually collects the vapes from our stores?

Cell Comply is a registered Upper Tier Waste Broker (CBDU640370), not the carrier. Physical uplifts run through ADR-compliant carrier partners on route-based scheduling across your estate, and every movement comes with a hazardous waste consignment note that goes straight into the store’s compliance file.

How long does a chain rollout take?

A seven-store estate typically goes from first call to live takeback in about six weeks, including bins, signage, staff briefing and the first collections. Larger estates are phased region by region, and we agree the rollout order on the setup call.

What happens on 12 August 2026?

Vape producers must start funding the real costs of collecting and treating waste vapes (SI 2025/910). Treatment is already free at handover and collection prices are falling, so a chain on an older per-kg or per-visit contract is probably overpaying. Falling market costs feed straight into the flat per-collection price we quote, and if a producer-funded route reaches your area your stores get it first.

Does this cover the new vape licensing rules?

The Tobacco and Vapes Act gives government the power to require a licence to sell vapes. The per-store setup, training and collection paperwork give every store real evidence to show, and we do not issue compliance certificates. Chains that want renewal-ready licence evidence maintained centrally can add the optional Licence-Ready tier of Compliance Cover: it keeps proof of takeback, signage, storage and staff training current, so each store can show its house is in order when licensing arrives.

Can different stores be on different Compliance Cover tiers?

Compliance Cover is optional, and most chains that take it keep every store on the same tier so the evidence looks identical across the estate, which is what licensing and insurers want to see. If some stores have a genuinely different risk profile, we agree the mix on the setup call.
